Today is World Disable Day. Many programmes are being organised across the country on the occasion. President Pratibha Devisingh Patil will honour best disable employees and the organisations who are doing job for the welfare of disable persons. In Uttar Pradesh, several programmes are being organized today across the state.AIR correspondent reports that at most of the district headquarters special camps are being organised to distribute artificial limbs and equipments to handicapped persons. A multi purpose identity card is being provided to all disabled persons by the State government to avail benefits from welfare schemes initiated by the government. The government has provided free travel in state transport buses and 15 years age relaxation for government services to disable persons.In Gujarat, more than 50 paraplegic patients of 2001 killer earthquake staged a rally to press their demand in Bhuj this morning. AIR Bhuj correspondent reports that on the World Disabled Day today, these paraplegic patients have organised a rally on wheel chair to support their long pending issues.The National Federation of the Blind organised a rally in the national capital to protest against the slow progress in Special Recruitment Drive for filling up the reserved backlog vacancies for persons with disabilities especially visual disability. They were also protesting the delay in amendments to the Persons with Disabilities Act 1995 on the occasion of World Disabled Day. Every year third of December is observed as International Day of Persons with Disabilities to spread awareness about disability issues, the fundamental rights of persons with disabilities and integration of persons with disabilities with the main stream community. Various programmes including discussions and campaigns are organised across the country on this day. In Uttar Pradesh several programmes have been organized today on world Disable Day across the state. Main function is being held at state capital Lucknow in which about eight self reliant disabled persons emerged as an example for others working with different government departments and private sector have been chosen for honour. A non-government organization based at Kanpur working for betterment of handicapped persons has also been selected for honour on this occasion.AIR correspondent reports at most of the district headquarters special camps are going on to distribute artificial limbs and equipments to handicapped persons. Rallies are also organised at several places including Kanpur and Lucknow for making awareness towards issues of disabled. Several steps have been taken in the state to bring the disabled persons in the mainstream of society and for the socio-economic uplift of them. Most probably first time in the country, a university has been set up at Lucknow for higher education to disabled and provisions have been made for 50 per cent reservation to handicapped in every class and curriculum. Of them, 25 per cent reservation is for blind people. Six hostels of 100 rooms each for blind boys and girls studying in higher education are coming up at Lucknow, Meerut, Gorakhpur and Allahabad. Similarly two intermediate colleges one each for blind girls and boys students are also under construction at Gorakhpur and Meerut. The government has also given 3 per cent reservation in allotment of shops under public distribution system. Three shelters-cum-training centers are also being set up at Gorakhpur, Bareily and Meerut districts for mentally distorted persons. A multi purpose identity card has been provided to all disabled persons by the State government to avail benefits from welfare schemes initiated by the government for them. The government has provided free travel in state transport buses and 15 years age relaxation for government services to disable persons. Ceiling for relief to disable persons in registration for land and flats from Development Authorities and other Government organizations has also been enhanced from one lakh to 10 lakhs. State government has also hiked two times transport allowance for handicapped employees working in state government departments.
