The second round of talks between the Centre and ULFA began in New Delhi today. According to highly placed sources ceasefire ground rules are being discussed in the meeting. Assam Chief Minister Tarun Gogoi told reporters in Dispur on Friday the meeting would decide on what lines the talks will be held and how the discussions will progress. A three-member ULFA team comprising Chitrabon Hazarika, Sashadhar Choudhury and Raju Baruah are participating in the talks. Meanwhile, the Assam Government has sounded a high alert to check infiltration of Maoists in the state from West Bengal, Orissa, Jharkhand and Bihar. Gogoi claimed the Maoists were operating in some parts of Assam with the support of ULFA.
