In his Budget, Dr. Mitra proposed Revenue Receipts of 1 lakh 79 thousand 398 crore rupees while receipts from public debt and loans around 80 thousand crore rupees. The Budget puts emphasis on employment generation and economic development besides launching of several social sector schemes. <br />''<br />''In his Budget Proposals, Dr. Mitra proposed an old-age pension of one thousand rupees monthly for Schedule Castes and Schedule Tribes, free electricity to the poor people whose quarterly consumption is up to 75 units.<br />''<br />''To encourage Small Scale Industries, a new incentive scheme for MSME named "Bangashree" has been proposed. To make unemployed youth self-reliant the Budget mooted a proposal to assist one lakh unemployed youths. Under the scheme, they will be provided a soft loan, subsidy for the new income-generating project up to 2 lakh rupees. To ease housing problems in tea gardens, the Finance Minister proposed a new scheme for the permanent residents of the gardens named as "Chaa Sundari".<br />''<br />'' Dr. Mitra announced waiving of Agricultural Income Tax to the Tea Gardens for the next two financial years besides waiving the interest on outstanding Stamp Duty.
