India has said it never initiated military action against any neighbour conventionally and has a no-first use nuclear weapons policy. It said, there seems to be a lack of understanding of India's defence posture. <br/><br/>Responding to a media query on US President Barack Obama's remarks on military doctrines of India and Pakistan, External Affairs Ministry spokesperson Vikas Swarup yesterday said Mr Obama's remark made during recently concluded Nuclear Security Summit in Washington focused on the greater risk of theft of small tactical nuclear weapons. Mr Swarup said, this should be the focus of global concern.
