The High Court in Nigeria has ruled that the Vice President has the right to perform all duties of President without formal transfer of power. President Umaru Yar 'Adua has been receiving medical treatment in Saudi Arabia since November. However, the Judge ruled that the Vice President cannot formally become the acting President unless Mr. Yar 'Adua instructs him to do so.
