Varanasi blast failure of State Government's intelligence: Chidambaram

Union Home Minister P. Chidambaram has said the Varanasi blast was the failure of the State Government's intelligence agencies. Talking to media persons at Varanasi after visiting the blast site and the injured this afternoon, he said the Centre has given a specific advisory two times to the States on the possibility of a strike in one of the Ganga ghats by terrorists. He said he had not come to blame any one but asserted that the law and order was primarily the responsibility of the state. He said a specific advice was given on February 25, 2010 that the Dashashwamedh Ghat is one of the targets. So this area had been identified as a possible target in February 2010.He said on December 5, on the eve of the anniversary of Babri Masjid demolition, another advisory was given to remain on alert. However, he added that it would not be possible to givepin-point intelligence in advance about any incident.Chidambaram said one 2 year old child died in the blast and 31 persons are admitted in different hospitals. He said he would discuss with the state government about their best treatment. Expressing the hope that the State security forces will be capable of bringing the culprits to book, Chidambaram said the Centre may ask the National Investigation Agency to investigate the incident, if requested. But, UP Cabinet Secretary Shashank Shekhar Singh said there was no specific actionable intelligence from the Centre about possible terrorist activity in Varanasi. He also denied any laxity on the part of the state police. He said holding the state responsible is not justified. Admitting that an alert was received on February 25, he said that was up to Dussehara festival only. How much of this is actionable in December is for one to decide, he said. Meanwhile, the Uttar Pradesh government has announced financial assistance of one lakh rupees to the parents of girl chilled killed in Varanasi bomb blast. 50 thousand rupees each would be given to injured. AIR Lucknow correspondent reports in its bid to identify the culprits of blast local police is seeking people who have footage for blast and authorities are also analysing CCTV footage at the ghat. Some people have been detained for question by the Anti Terrorist Squad of state police. It is suspected that ammonium nitrate and aluminum pellets were used into the blast. Forensic teams have reached on the spot for investigation to ascertain the causes of blast.
