Vice-President M Venkaiah Naidu today asserted that there can be no development without peace. Addressing 52nd raising day ceremony of Border Security Force in New Delhi today, Mr Naidu said, the whole country should stand united against terrorism.<br/><br/>In a veiled attack on Pakistan, Mr Naidu said, terrorism is state policy of the neighboring country and they are spreading terrorism connecting religion with it. He said, India wants better relations with the neighbouring country but it is continuously propagating terrorism.
