The Uttarakhand High Court today directed the Centre to respond to a petition by Congress party challenging its ordinance that authorizes expenditure out of the state's fund. <br/><br/>Congress has contended that the ordinance was brought in despite the Uttarakhand Assembly duly passing the Appropriation Bill on 18th March.<br/><br/>A writ petition challenging promulgation of the ordinance was filed by deposed chief minister Harish Rawat before the division bench of the high court. <br/><br/>Hearing on the petition, a division bench of the Court has asked the Centre to file its response by coming Tuesday (5th April). The hearing will resume on Wednesday (6th April). <br/><br/>The petitioner has also been granted the request to add another prayer to his petition challenging prorogation of Parliament for the purpose of promulgating the ordinance.<br/><br/>Earlier today, the Uttarakhand Appropriation Ordinance, 2016 was promulgated by the President. <br/><br/>The ordinance is to provide for withdrawal of certain sums from and out of the Consolidated Fund of Uttarakhand, for the services of a part of the financial year 2016-17. The state is under President's rule since last Sunday (27th March).
