The Department of Telecommunications has recommended that user rights on the Internet need to be ensured so that Telecom Service Providers (TSP) or Internet Service Providers do not restrict the ability of the user to send, receive, display, use, post any legal content. The final report of the Committee on Net Neutrality released today said the primary goals of public policy in the context of Net Neutrality should be directed towards achievement of developmental aims of the country by facilitating Affordable, Quality and Universal Broadband for its citizens. <br/><br/>The Committee is also in favour of encouraging Over the Top Application services like WhatsApp, Viber, Facebook Messenger. In the case of Voice Over Internet Protocol (VoIP) OTT communication services, the report says that there is already a regulatory mechanism in existence. It said these services are bypassing the existing licensing and regulatory regime and creating a non-level playing field between TSPs and OTT providers both competing for the same service provision.
