Use of mobile phones by prisoners totally impermissible: HC

The Delhi High Court on Wednesday said use of mobile phones by prisoners is totally impermissible and directed Tihar jail authorities to install jammers in various places to prevent their use of cell phones. A Division Bench of Chief Justice Dipak Misra and Justice Manmohan said in an order that jail authorities have to strictly comply with the direction of the court or they have to face the consequences. In an order in May, the court had directed the Director General (Prisons) to confiscate all mobile phones and also told him not to allow any visitor to carry a cell phone during meeting hours with prisoners. The Chief Metropolitan Magistrate had ordered an inquiry after an under trial came to the courtroom with a SIM card hidden in his mouth and lodged a complaint with the court saying cellphones were being used inside the jail.
