<span style="color: #222222;">The Assam State Election Commission has made its mandatory of having a usable toilet and a two-child norm for all aspiring candidates of the upcoming panchayat polls.</span><span style="color: #333333;"><br />'' <br />'' </span><span style="color: #222222;">Participating in an AIR talk show last night, State Election Commissioner Harendra Nath Bora said, the decision of making a usable toilet compulsary has been taken to make cleanliness a priority in society.&nbsp;</span><span style="color: #333333;"><br />'' <br />'' </span><span style="color: #222222;">Mr Bora said, candidates having more than two children, except in exceptional cases, would not be eligible to contest the polls. He also said, voters not listed in NRC draft list would not be barred from exercising their voting rights.</span><span style="color: #333333;"><br />'' <br />'' </span><span style="color: #222222;">The panchayat polls in Assam would be held in two phases on the 5th and 9th of the next month.</span><span style="color: #333333;"><br />'' <br />'' </span><span style="color: #222222;">The State Election Commissioner said, 50 percent seats would be reserved for women.&nbsp;</span><br />'' &nbsp;<br />
