The United States is seeking ratification of the Comprehensive Test Ban Treaty, CTBT and deeper cuts into its own arsenal to strengthen the global non-proliferation regime. Garold N Larson of US delegation to the Conference on Disarmament said in Geneva that the United States is pursuing a new agreement with Russia to substantially reduce its strategic warheads and launchers. He said, American negotiators are engaged in intensive dialogue with their Russian counterparts in Geneva on a treaty to replace the START Treaty regime and to enact further cuts in delivery systems and warheads. The new treaty will enhance stability and predictability in the two countries' strategic relationship. The US would inform the international community, once it reaches an agreement with Russia in this regard. Mar Larson said, the United States view progress on disarmament and non-proliferation as two sides of the same coin. If the non-proliferation system is weak, states having nuclear weapons will not move to eliminate their arsenals.
