The White House says negotiations between the United States and Russia over new nuclear arms treaty are nearly complete. The announcement follows a telephone talks between President Obama and his Russian counter part Dmitri Medvedev. The previous nuclear arms treaty between the two countries known as START expired in December .The two Presidents have set a target of reducing nuclear warheads to between fifteen hundred and nearly seventeen hundred each.
