Russia has deployed a new cruise missile despite complaints by U.S. officials that it violates an arms control treaty banning ground-based U.S. and Russian intermediate-range missiles. <br/><br/>Quoting U.S. Government officials, New York times reported that Russia has deployed two battalions of the prohibited cruise missile, one is still located at Russia's missile test site at Kapustin Yar in southern Russia near Volgograd, while the other was shifted in December from that site to an operational base elsewhere in the country. Russia has rejected the accusations, and said that the United States deploying its Europe-based missile defense system violates the INF treaty.<br/><br/>In 1987, former U.S. President Ronald Reagan and then Soviet leader Mikhail S.
