Karnataka-born Islamic State Operative has been declared as global terrorist by the United State administration. The other three who have been specially designated global terrorists by the US Treasury are Belgian national Oussama Ahmad Atar, Bahrain national Mohammed Isa al-Binali, and Iraqi Umar al-Kubaysi.<br/><br/>Mohammad Shafi Armar, was identified as a leader and head recruiter for the Islamic State in India is in the blacklist. The State Department said Armar has recruited dozens of IS sympathizers throughout India who are plotting attacks, acquiring weapons and scouting locations for training camps. The National Investigatiing Agency of India charged Armar for playing a role in Islamic State operations targetting India.<br/><br/>The second person is a Belgian Oussama Atar, who is said have organized both the November 2015 attack in Paris and the March 2016 attack in Brussels that together killed 162 people.<br/><br/>The third man added to the list is Mohammed Al Binali from Bahrain, who has appeared in numerous propaganda videos encouraging fellow Bahrainis, particularly police and soldiers, to join the Islamic State, according to the State Department.<br/><br/>The fourth man allegedly figures in the sanctioned lis is Iraqi Umar al-Kubaysi, who owned Al Kawthar, a money exchange, is alleged to have handled some 2.5 million dollar in IS fund between late 2015 and early 2016.<br/><br/>The State Department and Treasury said the these people have committed or pose a significant risk of committing terrorist attacks that threaten American interests.
