UPA meet on Food Security Bill underway

The Coordination Committee of the United Progressive Alliance meeting on Food Security Bill and its passage in Parliament is in progress.

UPA is seeking the views of it allies on the issue. The government is also seeking cooperation of all political parties in the passage of the important legislation.

Seeking consensus, the government plans to convene an all-party meeting to discuss the Food security Bill.

Options including convening of a special session of parliament to pass the Food Security Bill or to go for an ordinance is also being explored.

After the return of Prime Minister Manmohan Singh from his two nation trip to Japan and Thailand, the Congress Core committee had met at Dr. Singh's residence to discuss the Food security bill and other important issues.

Meanwhile, the BJP has said, it is not opposed to the passage of the Food Security Bill and favoured an early monsoon session of Parliament.

Leader of Opposition in the Lok Sabha, Sushma Swaraj twitted that, the government's reported move to promulgate an ordinance is not desirable for such an important legislation.

She, however, made it clear that her party is not opposed to a special session and suggested that early convening of the monsoon session would be a better option.

In the Budget session of parliament, owing to frequent adjournments some important bills, including the Food Security Bill, could not be passed as the session ended two days ahead of its scheduled conclusion.

The Government said that it wants to pass Food Security Bill for the sake of 80 crore people of the country.

Talking to reporters in New Delhi on Monday, Minister of Information and Broadcasting said, the food law will ensure supply of rice at the rate of Rs. 3 per Kg., Wheat Rs. 2 a Kg. and coarse cereals Rs. 1 a kg to people.

He wondered why some of the political parties are against this sensitive measure.

The Minister said, they should decide whether they want to eradicate hunger or eliminate the hungry people.

Meanwhile, CPI leader Atul Anjun said the party did not support convening special session of Parliament to pass the food security bill as the Monsoon session was not to far away. He said if the government is serious about the issue it should convene an all party meeting soon.

In view of increased procurement of foodgrains and to reduce the storage under Cover and Plinth (CAP), the Government formulated the Private Entrepreneurs Guarantee (PEG) Scheme for construction of covered storage godowns through private entrepreneurs, Central Warehousing Corporation (CWC) and State Warehousing Corporations (SWCs).

The involvement of private entrepreneurs in developing storage facilities is likely to have a positive impact on procurement and thereby on farmers and there is no scope for corruption irregularities in this system.
