In Uttar Pradesh, state Congress has authorised Congress General Secretary Rahul Gandhi to finalise alliance with smaller parties during forthcoming Assembly election. Party has announced that it will not enter into pre-poll tie-ups with BJP, SP and BSP. This was stated by party General Secretary and in-charge of the UP affairs Digvijay Singh at Lucknow on Tuesday.
