UNSC likely to adopt resolution calling for member states to refrain from nuclear tests

The UN Security Council is likely to adopt a resolution calling for all member states to refrain from nuclear explosive tests. The Council is expected to hold a vote and approve a draft resolution to this effect at a meeting convened today. The US-led draft resolution aims to help bring into force the Comprehensive Nuclear Test Ban Treaty, CTBT, to help realize a world without nuclear weapons.

Diplomatic sources said, the draft calls on countries to sign and ratify CTBT as early as possible and refrain from conducting explosive nuclear tests. However, a provision to make the resolution legally binding was dropped due to opposition by China and Russia, both permanent members of the Council. The CTBT was adopted at the UN General Assembly in 1996, but has yet to take effect after 20 years.
