The UN Security Council has granted an exemption from sanctions to North and South Korea to jointly conduct a survey on reconnecting railways across their border.<br />''  <br />'' Last month, the two Koreas had agreed to start the survey and hold groundbreaking ceremony sometime between late November and early December, as the countries pursue a reconciliation drive. <br />''  <br />'' Spokesman for the presidential House in Seoul, Kim Eui-Gyeom, said, it is significant that the project has received support from the United States and the International community. He further said, the process will take inter-Korean cooperation to a new level.<br />''  <br />'' <br />
