UNMIN expresses concern over fresh recruitment by PLA & Nepal army

United Nations Mission in Nepal (UNMIN) has expressed concern at the announcement by both the Nepal Army and the Maoist People's Liberation Army (PLA) to undertake fresh recruitment drive.In a press statement, UNMIN stated that recruitment by either the Nepal Army or the Maoist army constitutes a breach of the Comprehensive Peace Agreement and the Agreement on the Monitoring of the Management of Arms and Armies (AMMAA) signed in 2006.Nepal Army on Sunday announced its plan to recruit 3464 additional personnel to fill up the vacant positions resulting from retirements, resignations and casualties. Soon after, the Maoist PLA retaliated by announcing its decision to recruit over 11,000 soldiers unless the Nepal Army reviews its decision. Nepal Army, however maintains that fresh recruitment is being done to maintain the army's strength and it doesn't violate the peace accord. UNMIN in its press statement said recruiting any personnel, including for the purpose of filling vacancies is prohibited under Article 5.1.19 of the AMMAA, unless it has been agreed between the parties.UNMIN said it has written to Nepal Government and the Unified CPN(Maoist), advising them to respect past agreements and to act with good faith towards the United Nations.
