The Union Government today appointed Vinay Mohan Kwatra as the new Foreign Secretary. The Appointments Committee of the Cabinet has approved his appointment. Mr. Kwatra is currently serving as India's envoy to Nepal. He will succeed Harsh Vardhan Shringla who is scheduled to retire this month-end. <br />''<br />''<br />
