Union Cabinet decides to ratify Paris Agreement on Climate Change

Government today approved the ratification of Paris Agreement on Climate Change, paving the way for bringing it into force. <br/><br/>The ratification will be formalised this Sunday on the occasion of Gandhi Jayanti. <br/><br/>The nod by the Union Cabinet comes days after Prime Minister Narendra Modi had announced the move which is expected to give momentum to implementation of measures at international level to control global warming. <br/><br/>Briefing media in New Delhi this afternoon, Union Minister Prakash Javadekar said that with the ratification, India will be one of the key countries instrumental in bringing the historic Paris agreement into force. <br/><br/>As per the provisions of the Paris Agreement, the treaty will come into force when 55 countries contributing to 55 per cent of total global emission ratify the agreement. <br/><br/>Mr Javadekar said that although 61 countries have ratified the agreement till now, India's move to ratify it will bring the total emissions to 51.89 per cent.<br/><br/>Cabinet has also given its approval to pay 78 days' Productivity Linked Bonus to eligible non-gazetted railway employees for 2015-16. <br/><br/>The approval entails a financial implication of nearly 2091 croe rupees. The payment will be made before Dussehra holidays.<br/><br/>Cabinet gave its nod to India's position on International Civil Aviation Organisation, ICAO's Draft Global Market-based Measures Scheme, regarding emission norms. <br/><br/>Mr Javadekar said, the approval will enable finalization of the negotiation strategy in the 39th Assembly of the ICAO and it will help India to bargain for the possible flexibility out of the proposed Global Market Based Measures Scheme of ICAO.<br/><br/>Mr Javadekar said the Cabinet has approved closure of sick public sector undertaking Hindustan Cables Limited, Kolkata. He said the employees of the company will be offered attractive VRS Package at notional 2007 pay scales and clearance of other outstanding liabilities. <br/><br/>The total cash infusion will be nearly 1310 crore rupees and non-cash infusion of about 3467 crore rupees for conversion of loan into equity.<br/><br/>Cabinet has given its ex-post facto approval for the Varishtha Pension Bima Yojana, 2003 and Varistha Pension Bima Yojana, 2014. Both are pension schemes intended to give an assured minimum pension to the Senior Citizens based on an assured minimum return on the subscription amount. <br/><br/>Signing of an Undertaking between India and Korea on Mutual Recognition of Certificates for Seafarers was also given approval. <br/><br/>It will pave the way for recognition of maritime education and training, certificates of competency, for seafarers issued by the government of the other country.<br/><br/>Cabinet has approved India – Singapore MoU to give a boost to Innovation, Creativity and Technological Advancement. <br/><br/>It will enhance bilateral cooperation activities in the arena of Industrial Property Rights of Patents, Trademarks and Industrial Designs.

He said, the decision will further underline India's responsive leadership, committed to global cause of environment protection and Climate Justice.<br/><br/><br/>The Cabinet gave its nod for acquisition of stakes in two Russian oil fields by Indian PSU Consortium. The consortium comprising Oil India Limited, Indian Oil Corporation and Bharat Petro Sources Limited to acquire 23.9 per cent stake in JSC Vankorneft and 29.9 per cent stake in LLC Taas-Yuryakh. <br/><br/>The acquisition will add 8.06 Million Metric Ton of Oil Equivalent to India's overseas oil and gas asset. It is in line with India's energy security objective of adding high quality international assets to its exploration and production portfolio.<br/><br/>Cabinet also gave its nod to India's position on International Civil Avaiation Organisation, ICAO's Draft Global Market-based Measures Scheme, regarding emission norms. <br/><br/>Mr Javadekar said, the approval will enable finalization of the negotiation strategy in the 39th Assembly of the ICAO and it will help India to bargain for the possible flexibility out of the proposed Global Market Based Measures Scheme of ICAO.<br/><br/>Cabinet has also decided to pay 78 days' Productivity Linked Bonus for 2015-16 to Group C and D Railway Employees. It would involve financial implication of nearly 2091 crore rupees and will benefit 12.6 lakh Non-Gazetted Railway employees.<br/><br/>Mr Javadekar said the Cabinet also approved closure of sick public sector undertaking Hindustan Cables Limited, Kolkata. He said the employees of the company will be offered attractive VRS Package at notional 2007 pay scales and clearance of other outstanding liabilities. The total cash infusion will be nearly 1310 crore rupees and non-cash infusion of about 3467 crore rupees for conversion of loan into equity.<br/><br/>The Cabinet also gave its approval of financial assistance of more than 111 crore rupees for Retired employees of Bharat Pumps and Compressors Limited, Allahabad. The dues such as Provident Fund and gratuity of retired employees will be discharged and outstanding dues of CISF will be cleared. It also gave in principle approval for strategic disinvestment of the PSU.
