UN Secretary General Ban Ki-moon has sent the Experts’ Panel report, which has accused Sri Lankan troops of credible war crimes to the UN Human Rights Council (UNHRC) , bringing a potential international inquiry one step closer. Ban has said that he alone cannot order an inquiry into the killings during a final offensive against Tamil separatists in 2009 — which the Sri Lankan government has strongly denied — but that a forum such as the Human Rights Council could do so. UN spokesman Martin Nesirky said the report had been sent to the Human Rights Council and the UN High Commissioner for Human Rights, on Monday.A panel of experts appointed by UNSG in April had has concluded that there are credible allegations of serious human rights violations by the Sri Lankan forces in the last phase of the war, which led to military decimation of the LTTE in May 2009, and has urged the Secretary General to immediately set up independent international mechanism to investigate into allegations of war crimes. A three-member experts panel appointed by the world body’s Secretary General Ban Ki-Moon has dubbed the Commission appointed by the Sri Lanka Government to document lessons learnt from the war and measures required towards reconciliation of the ethnic conflict in the island nation as deeply flawed and not in consonance with the international standards and expectations. Colombo, which was provided with a copy of the UN report, has rejected the panel findings as biased and unsubstantiated.
