The British Foreign Secretary David Miliband has said he does not expect Afghanistan's next Parliamentary elections to be free and fair. His comments follow the decision by the Afghan President Hamid Karzai to take control of a appointment to the Electoral Complains Commission, the Body which exposed massive fraud in last year's Presidential poll.
