The Centre has expressed hope that the two placement programmes being facilitated by it for both skilled and unskilled youth in Jammu and Kashmir, would help bring them to the mainstream. Talking to reporters about a new programme 'Himayat' that was launched on Saturday in Srinagar, Rural Development Minister Jairam Ramesh said, the Centre was fulfilling a larger political function through this programme. He said, another programme is to be launched by the Home Ministry for the skilled youth in the state. Mr Ramesh informed the placement programme organised by the Rural Development Ministry will train one lakh youths in the next five years while 40,000 young persons would get jobs through the Home Ministry's programme. The Minister said, for the first time, his Ministry is conducting a placement programme exclusively for youth from the rural areas of Jammu and Kashmir. Mr Ramesh said, young boys and girls, who are college dropouts, will be trained for entry level jobs for three months and they will actually be given a job at the end of three months. He said, most of the jobs are in the retail, hospitality, industrial and insurance sectors. He said, his Ministry will be spending 235 crore rupees for the next five years which means 23, 000 rupees per person for training. He said, the effects of the programme will be visible by December this year when 800 youths would have actually completed three months of training in the first phase. The Minister said, the Ministry of Home Affairs has got sanction for the programme for skilled youth who have completed college, nursing, science, engineering and medical courses and do not have jobs. Mr. Ramesh said, the programme is being managed by the Home Ministry through the national skill development corporation and the Cabinet has already approved 1000 crore rupees for the placement programme of 40,000 skilled youth.
