Tripartite pact inked for more autonomy to N. Cachar Hills Autonomous Council

A tripartite memorandum of settlement (MoS) has been signed for providing enhanced autonomy for the North Cachar Hills Autonomous Council in Assam and a special package for speedier socio-economic development of the area. It was signed between Centre, Assam government and both factions of Dima Halam Daogah(DHD). DHD used to be a group with violent activities in the state but gave up violence and resorted to peace for getting into the mainstream of development .Under the MoS, a committee will be constituted to deal with the matters relating to the 6th schedule councils. Under the agreement, the DHD will dissolve as an organization within a reasonable timeframe as a precursor to the government initiating further process to implement the agreed decisions.As part of the restructuring and empowerment process, the existing North Cachar Hills Autonomous Council will be renamed as the Dima Hasao Autonomous Territorial Council, DHATC. An official release says, a special economic package of 200 crore rupees will be provided to the DHATC to undertake special projects by the Council over the next five years.Assam Chief Minister Tarun Gogoi, who attended the function, said the pact would help in bringing peace in the trouble-torn district that saw violence in the past.
