India has said terrorism is the grossest violation of human rights and should be so acknowledged by any impartial and objective observer. External Affairs Ministry spokesperson Vikas Swarup said this in a statement in response to comments on Jammu and Kashmir by UN High Commissioner for Human Rights. Mr Swarup said Jammu and Kashmir is part of a secular democracy, where freedom is guaranteed by an independent judiciary, and a vibrant civil society.

As regards suggestion for visit of a mission to both sides of Line of Control, Mr Swarup underlined that there is no comparison between the situation in Jammu and Kashmir and Pakistan Occupied Kashmir. He said, in contrast, Pakistan-occupied Kashmir is administered by a 'deep state' and has become a hub for the global export of terror. Mr Swarup hoped that the connection between terrorism and violation of human rights would be recognised and deliberated upon in Geneva.
