Telecom Minister Kapil Sibal today said, unified licences and telecom merger and acquisition norms will be issued soon. Participating in an open house discussion on telecom sector in New Delhi, he said, the Telecom Ministry is trying to resolve penalty issues at the earliest. He said, the penalty should be rational and commensurate with fault, so that it does not affect growth in the sector. The Telecom Minister said, if the Ministry officials fail to resolve the issue, the power may be given to Telecom Regulatory Authority of India, TRAI.Mr. Sibal urged companies to be positive on the proposed spectrum price.
