Congress General Secretary Digvijay Singh said a separate state of Telangana could be carved out of Andhra Pradesh, only if the State Assembly first passes a resolution on it.<br/><br/>Talking to PTI in Bhopal, the Congress leader said the political parties in Andhra Pradesh were behaving rather strangely by changing their stand when it came to the issue of statehood for Telangana. He said, under such a situation, there is no point in raising any finger at the Congress on the issue.<br/>
