Telangana bill passed by Parliament; PM announces special category status to 13 Seemandhra districts for 5 years

The Andhra Pradesh Reorganisation Bill has been passed by Parliament with Rajya Sabha, approving it by voice vote. The Lok Sabha had passed it on Tuesday. CPM staged a walk-out in the Rajya Sabha as its demand for voting was not accepted. The main opposition BJP said though it was not fully satisfied with the provisions of the Bill, it is extending support to it in the interests of people of Telangana. All the amendments moved by the opposition parties including BJP were negated. However, TMC members who were against the Bill, did not press for their amendments.

Intervening in the discussion the Prime Minister Dr Manmohan Singh announced to grant special Category Status to 13 districts of
Seemandhra for a period of five years to put the state's finances on a
firmer footing. He assured the House that the Centre will execute the
Polavaram multi purpose project and will make any further amendments if needed for Rehabilitation and Resettlement under the project. The Prime Minister said the resource gap that may arise in Seemandhra after state division in the first year will be compensated in the Regular Union Budget for 2014-15.

The DMK staged a walk-out, opposing the Bill. Initiating the discussion amidst noisy scenes, BJP senior leader M Venkaiah Naidu reiterated that his party is committed to the creation of Telangana state. He said his party is in favour of a peaceful division by addressing the concerns of Seemandhra people. Mr Naidu said his party seeks special package for both regions, setting up of educational, health, research institutions for Seemandhra. Arun Jaitley sought constitutional amendment to the Bill over vesting of powers with governor for handling law and order in Hyderabad which was not accepted.

BJP, BSP, CPI, NCP, LJP, RJD Bodoland People's Front – BPF and TDP and Congress members from Telangana supported the bill while Samajwadi Party, CPIM, Asom Gan Parishad, Shiromani Akali Dal and Biju Janata Dal opposed it in the heated discussion which was held over 3 hours amidst unruly scenes. Members from Trinamool Congress, Shiv Sena and TDP members from Seemandhra regions continued to raise slogans against the bill seeking its withdrawal.

AIR Correspondent reports that members from Telangana region were in a jubilant mood and celebrated the occasion by exchanging pleasantries in the Parliament House complex. They were taking photographs with the poster of UPA chairperson Sonia Gandhi in front of statue of Mahatma Gandhi in the complex.
