In Tamil Nadu, the first revised budget for the financial year 2011-12 was presented by State Finance Minister O.Panneerselvam today. The budget was presented after AIADMK government was sworn in this May. No announcement on taxes and it is a revenue surplus budget. The marginal surplus is Rs 173 .87 crores. The Budget for the first time has exceeded one lakh crore rupees. The fiscal deficit is at Rs.16,881 crores. Receipts under the commercial tax in 37,196 crores. Electoral promises worth Rs 8,900 crore would be implemented this year. The state has set an ambitious target of 115 lakh metric tonnes of food grain production during this year The government has reiterated to take stringent action against land grabbers and ensure the return of such lands to the rightful owners. Under the Public Distribution system 1.83 crore families will get free rice. Social security pension has been increased from 500 rs to 1000 rs per month to benefit 23.95 lakh elderly and destitute persons. Disribtution of 4 gram gold coin alongwith the marriage assistance of 25 thousand to poor girls and the increase of such assistance to 50 thousand in the case of girls holding a diploma or degree and increasing the cash compensation paid to fishermen during the fishing ban period from 1000 per month to 2000 per month. The government will implement the Adhaar scheme for introducing the bio metric based unique identification for all the beneficiaries under various welfare schemes. The government has proposed to increase milkproduction by creating a second white revolution. This would be made through a scheme to distribute 60 thousand milch animals free to cost to poor families. Rs 56 crore has been allocated for the scheme this year. Four goats or sheep to each family living below the poverty line who are landless agricultural labourers Under the scheme one lakh families would benefit from the scheme this year This would cost 12 thousand rs per family. An amount of Rs 135 crores has been set apart for the scheme.As the session began today, the DMK leader M.K. Stalin started to read a statement and staged a walk out. Speaking to news persons outside the assembly Mr.Stalin accused the AIADMK Government on indulging in political vendetta on the issue of land grabbing. He also said that the Government had not implemented the Uniform school syllabus inspite of the directions given by the various courts.
