Tamil Nadu Assembly Speaker M. Appavu said the number of sittings of the state legislative assemblies should be increased for their efficient functioning in serving the public and the democracy. He attended the meeting of the group of Speakers held in Parliament premises yesterday to deliberate on the yardsticks by which the best performing Assemblies could be selected. Mr Appavu said the average number of sittings by Assemblies in a year at present is 30 days which may not be sufficient to reflect the people's problems and to discuss and work out solutions. As there is no mention in the Constitution about the minimum number sittings, he said it may be fixed appropriately. He suggested that the time spent on the Question hour and the number of members given the opportunity to raise questions may be taken as one of the criteria for the selection of a best Legislature.<br />''<br />''He said minimum instances of evictions, walk outs and disorderly conduct would naturally project a conciliatory and inclusive approach, qualifying for the selection. Live telecasting of the House proceedings is another feature that he suggested as a yardstick while deciding on the best legislatures.
