The government will hold talks with the banned United Liberation Front of Assam, ULFA on Tuesday. The ULFA team, led by Arabinda Rajkhowa and representatives of Centre and Assam government, including Interlocutor P C Halder are also expected to deliberate on various aspects of the Suspension of Operations.
The Suspension of Operation pact was signed by the representatives of central and Assam governments and ULFA in September this year. Under the pact assurances were given that that the outfit will not carry out any subversive activities till finding a political solution to the vexed insurgency problem and the security forces will also not take any action against the ULFA cadres.
Pro talk ULFA leaders will discuss with government representatives various aspects of the group's charter of demands which sought amendment in the Constitution for finding meaningful ways to protect the rights and identity of the indigenous people of Assam. According to the source, surrender of arms and ammunition and total halt of operations by security forces against the pro-talk faction are some of the key issues which are expected to be discussed during the talks.
In its 'charter of demands', the ULFA has also demanded change of rules and law and said a solution to their demands was not possible under the provisions of the existing Constitution. Before the formal talks on Tuesday, both sides are likely to hold informal talks to acquaint themselves with each others views. AIR correspondent reports that the ULFA has entered into formal peace talks with the government after a 32-year-old violent insurgency movement.
