The Standing Committee on Civil Nuclear Liability has recommended a three-fold increase in the operators liability. It will be 1500 crore rupees in case of a nuclear accident. Briefing reporters after tabling the report in both the Houses of Parliament, the chairman of the Parliamentary Standing Committee on science and technology, T Subbarami Reddy said that the committee has recommended that the cases must be settled within three months. Mr Reddy made it clear that the government or a corporation run by it will be the sole operator. He said in case a victim is not satisfied with the compensation by the Nuclear Damage Claims Commission, it can approach to the High Court and Supreme Court. Dismissing the criticism by the Left, that the Bill is put on fast track under US pressure, he said the passage of the bill will pave the way for nuclear commerce with 28 countries to meet the growing energy demand in the country. Elaborating on the liability, he said centre will be fully responsible for compensation in case of a terror attack or a natural calamity. he also said that the issue of liability between the supplier and the operator will be dealt with by the government. Replying a volley of questions, Mr Reddy explained that the liability bill only deals with the atomic plants that generate power. He added that the committee is in favour of increasing the liability of the operator but can not decrease it. Mr Reddy said the government's liability, of approximately 2100 crore rupees may also be now revised upwards. The report, also suggested the setting up of a Nuclear Liability Fund on the lines of a similar fund in the United States. The report says compensation claim period is sought to be increased from ten to twenty years.Mr Reddy said that the committee held 30 sittings and exchanged views over 7,000 people including experts and secretaries of various departments like home, external affairs and environment before finalising the recommendations. Our correspondent reports that the bill is likely to be tabled in Parliament next week after the proposed changes in the Bill get the nod from the Cabinet. With the BJP indicating its support for the bill, it is expected to have a smooth sailing. The Left has given its dissent note.
