Sri Lanka: Northern provincial councils reject Development (Special Provisions) bill

In Sri Lanka, two of the nine provincial councils have rejected the Development (Special Provisions) draft bill, which was referred to them for approval. Northern Provincial council, dominated by minority Tamils unanimously rejected the bill today while Uva provincial council had rejected it yesterday.

The draft bill seeks to empower certain ministers for decision making in matters of economic investment by undermining the powers of councils. Seven of the councils are led by Sri Lankan freedom party (SLFP) while the bill has been mooted by United National party (UNP) led by Prime Minister Ranil Wickremsinghe.

The PM is scheduled to meet all the chief ministers today to discuss the provisions of the bill. Though SLFP and UNP have come together to form a national unity government, the political differences have become visible in recent past.
