Governor V P Singh Badnore in his address said that this session has been specially convened to ratify 126th Constitutional Amendment to extend reservation to scheduled castes and scheduled Tribes for another ten years. <br />''<br />''Governor counted various projects launched by the state government and said that his government has engaged Mekorot, the National Water Company of Israel to formulate Water Conservation and Management Plan.<br />''<br />''The Shiromani Akali dal and BJP MLAs registered their protest by showing rattles when Governor was reading his address. They alleged that Congress government in Punjab had failed to fulfill the promises including farmer's loan waiver, raising unemployment allowance to Rs 2500. They also showed the planks about it in the house and staged walk-out as a protest. The ten MLAs of Aam Aadmi Party leaving dissidents also staged walked out protesting on the issue of Electricity and closure of Thermal plants.</span><br />
