Special Representatives of India,China meet Monday for border talks

The Special Representatives of India and China are meeting in New Delhi tomorrow to hold the 15th round of boundary talks.An agreement on setting up a joint mechanism on border management is expected to be signed at the end of two day-talks.

Quoting External Affairs Ministry, AIR correspondent reports,the two sides will also hold discussions on a wide range of bilateral, regional and global issues of mutual interest.

The two sides are now in the second stage of boundary negotiations, which entails evolving a framework for demarcating the border.An agreement on political parameters and guiding principles to address the boarder issue has already been concluded in 2005. The second stage is proving to be the most difficult part of negotiations as it will form the basis on which the new boundary will be fixed.

The two sides are also expected to sign a landmark border mechanism on Tuesday that seeks to establish direct contact between New Delhi and Beijing in case of intrusions or incidents resulting from misperceptions arising from the Line of Actual Control.

Both the sides will also seek to iron out differences over recent irritants like the Chinese denial of a visa to an Indian Air Force officer. They are also expected to discuss the likely visit to India of Mr.Xi Jinping,who will succeed Chinese President Hu Jintao.

The Indian side will be led by National Security Adviser Shivshanker Menon while the Chinese team will be headed at the talks by state councillor Dai Bingguo.
