South Korea has made its first offer of aid to North Korea since it accused the North of sinking a South Korean warship in March. South Korea's Red Cross has offered to send 10 billion won as flood aid to North Korea. The aid offer came hours after the United States imposed new sanctions on the North. North Korea has been hard hit by floods caused by heavy rain, especially in its northern areas, bordering China.
