Calling for Zero tolerance to corruption, the Congress President today asked both her party and the government to confront the menace head-on . Addressing the 83rd Plenary at Rajiv Nagar in Burari in Delhi, Mrs Gandhi unveiled a five point action plan that includes fast tracking of all cases of corruption concerning public servants and politicians. She said that a system could be put in place to dispose off corruption cases in a defined time frame so that the guilty are brought to book quickly. She also suggested that the proposal for state funding of elections could be taken forward decisively. The action plan also includes full transparency in public procurement and contracts through clear legislations and an open and competitive system of exploiting natural resources . She said that Congress Ministers at the national and state level as well as Chief Ministers should set an example by reviewing and relinquishing discretionary powers on land allocation. Attacking the BJP for its double standards on corruption, she asserted that parliament cannot be held hostage to political expediency. She wondered how the opposition can justify and undermine the norms on which democracy functions . Making no distinction between organizations of majority or minority communities who indulge in communalism and acts of terrorism, the Congress President said that they are all dangerous and they must be defeated. She called on the party men to honour, protect and promote secular ideals and practice them without any fear. The Political resolution adopted at the Plenary has also called upon the government to investigate links between terrorists and the RSS and its sister organisations that have been uncovered in some of the recent cases. The resolution which was moved by Mr Pranab Mukherjee says that terrorism from where-ever it comes and what ever form it takes must be dealt with firmly and effectively. It says that the role of religious fundamentalist organizations in challenging the security of the nation can no longer be ignored. Describing secularism as the lifeline of democracy , the resolution says this is today threatened by the ideology of the BJP and its affiliate organisations like the RSS which spreads hatred and violence. It alleged that the RSS and VHP are insidious in their efforts to break India . It has also urged the government to prosecute all those responsible for unforgivable genocide that occurred in large parts of Gujarat in 2002. On party affairs , the Congress President said that much work needs to be done in some of the states. She said that the recent elections in Bihar have shown that there is no alternative but to revive the party from the gross root. Referring to complaints that the Congress ministers at the centre do not appreciate the concerns of the party workers in non congress states, She said that central ministers must engage with local congress and workers particularly during their visits. She also mooted the idea of professional party think tank to run the party on institutional lines . Mrs Gandhi also said that another introspection conclave like panchmarhi Vichar Manthan Shivir and Shimla Chintan Shivir will be held. The term of the Congress President will now be five years instead of three years. An amendment to the party constitution moved by congress leader Oscar Fernandes was adopted at the plenary this morning. The amendment provides for raising the tenure of all party chiefs from block to national level as well to the committees. Earlier, Congress President Mrs. Sonia Gandhi and Prime Minister Dr. Manmohan Singh honoured a number of Freedom Fighters from different states at the Session which is celebrating the completion of 125 years of the founding of the Indian National Congress. A resolution was also adopted to salute the contributions of all those stalwarts who laid the foundations of the party. The resolution calls for reflection on the glorious past of the party and introspection of the challenges that remain.
