The Congress President Mrs. Sonia Gandhi has called for pushing the development agenda in Jammu and Kashmir besides bringing to book the elements that are instigating unrest in the valley. Expressing pain over the upsurge in violence in the Kashmir valley, Mrs. Sonia Gandhi said that certain elements with ulterior motives ,instigating the attacks should be identified and brought to book. She at the same time said ultimately development which creates jobs and livelihood opportunities is the key instrument against terrorism and violence.Meanwhile, the party spokesperson Mrs. Jayanti Natarajan while describing the situation in the valley as a matter of grave concern said that the people of the state should not fall prey to the machinations from across the border.
