<span style="color: #222222;">Rajya Sabha Chairman M Venkaiah Naidu today observed in the House that scrutiny of Bills by Parliamentary Committees needs codification of guidelines. He said it cannot be anybody's case that every bill should be subjected to scrutiny by one or the other Parliamentary committee. Mr Naidu made the observation after 15 parties wrote a letter to the Chairman expressing concern over passing of Bills without scrutiny by either Parliamentary Standing or Select Committees. <br />''<br />''The Chairman said it is time for collective introspection and reflection so that the House of Elders can function as envisaged by the founding fathers. He said proposing legislations is in the domain of the Executive and ensuring effective scrutiny of such proposals is the right and responsibility of the opposition.<br />''<br />''Mr Naidu said that for the last two years, eight of 10 Bills were sent to Standing Committees while the other two Bills were passed unanimously. The Motor Vehicles (Amendment) Bill was sent to Standing and Select Committees. Mr Naidu said, the Opposition wanted the RTI Bill to be sent to Select Committee, but could not because there was no consensus.</span><br />
