The Supreme Court has warned it would initiate contempt proceedings against authorities of the states and union territories if they failed to enforce its direction for implementation of laws regulating employment of construction workers and their welfare.

Patnaik and Swatanter Kumar also in an order ruled that all the State Welfare Boards shall be subjected to audit by the CAG within two months.
The bench passed the direction on a contempt petition filed by an NGO accusing the states and UTs of failing to implement the apex court's direction of November 28, 2011.
Under the Act, states and UTs have to appoint registering officers and every employer shall register their establishment and ensure that building workers are to be given various benefits and in order to enable the workers to avail the benefits, through a State Welfare Board.
