North Korea says it will not return to international nuclear disarmament negotiations unless sanctions are lifted. A foreign ministry statement in Pyongyang on Monday said that it is a matter of dignity for North Korea. <br/><br/>The statement said that the talks will collapse again without confidence-building measures such as talks on a peace treaty. Meanwhile, South Korea on Monday said it is preparing for talks with North Korea this week on economic cooperation despite the threat of attack by the latter.<br/>
