The US President Barack Obama said, the safeguard agreement with regard to civilian nuclear facilities between India and the International Atomic Energy Agency (IAEA) has come into force.<br/><br/> He said this in a memorandum issued to the US Secretary of State Hillary Clinton, as mandated by the United States-India Nuclear Cooperation Approval and Nonproliferation Enhancement Act. Obama also certified that India has filed a declaration of facilities, as mandated by the agreement. It is not materially inconsistent with the facilities and schedule described in the Separation Plan presented in Indian Parliament on May 11, 2006.
