The US President Barack Obama said, the safeguard agreement with regard to civilian nuclear facilities between India and the International Atomic Energy Agency (IAEA) has come into force. He said this in a memorandum issued to the US Secretary of State Hillary Clinton, as mandated by the United States-India Nuclear Cooperation Approval and Nonproliferation Enhancement Act. Obama also certified that India has filed a declaration of facilities, as mandated by the agreement. It is not materially inconsistent with the facilities and schedule described in the Separation Plan presented in Indian Parliament on May 11, 2006.The two countries took a major step in building a new strategic partnership between the two countries after the then US President George Bush signed a new law expanding US civil nuclear cooperation with India. Ahead of the signing of the accord in 2008, New Delhi had marathan discussions with the nuclear suppliers group and the IAEA to get a clear waiver for holding nuclear commerce with 45 nations. India had first civil nuclear accord with France in December 2007 and Canada is the 8th country in a row showing keen interest to have nuclear commerce with India. Accords in this crucial energy area have already been signed with Russia, Mangolia, Argentina, Namibia and Kazakistan.
