The safeguard agreement on civilian nuclear facilities between India and the International Atomic Energy Agency – IAEA – has come into force. US President Barrack Obama said this in a memorandum issued to the US Secretary of State Hillary Clinton. The memorandum is mandated by the US – India Nuclear Cooperation Approval and Nonproliferation Enhancement Act.<br/><br/> Obama also certified that India has filed a declaration of facilities as mandated by the agreement and the schedule described in the Separation Plan.
