External Affairs Minister S. M. Krishna will be on a four-day visit to Sri Lanka starting on Thursday for bilateral talks on matters of mutual interest to both the countries.Krishna will participate in the joint commission meeting to review the progress of bilateral projects. The joint commission will be chaired by the Foreign Ministers of the two countries with a focus on implementing the agenda set during President Rajpaksa's visit to India in June this year. Besides meeting the Sri Lankan President Mahinda Rajapaksa, S M Krishna is scheduled to inaugurate the Indian consulates in Jaffna and Hambantota. These consulates are in addition to the existing Consulate at Kandy , to cater essentially to the Indian origin Tamils in the tea estates.The war ravaged railway lines at Medawachchiya , rebuilt with the help of India is also expected to be inaugurated during his visit . The Indian Foreign Minister is also expected to hold talks with representatives of various political parties in the island nation. According to diplomatic circles the focus of the visit of Krishna would be on rehabilitation of the nearly three lakh displaced Tamil civilians during war the between the LTTE and Sri Lankan forces and a political solution for resolution of the ethnic issue.Meanwhile, ahead of the visit of the Indian Foreign Minister, the authorities here said that Zone-2 welfare centre of the Menik Farm relief village in Vavuniya has been closed down due to the completion of resettlement of IDPs sheltered there. According to the Ministry of Resettlement, the total number of IDPs remaining in the North is a little over 17,000.
