S Korea receives official letter from N Korea on peace talks

South Korea says it has received an official letter from North Korea in which Pyongyang urged to hold government-level talks and Red Cross dialogue as soon as possible. In a statement, Seoul's Unification Ministry today said Pyongyang proposed holding working-level government contact in its border town of Kaesong on January 27 to discuss the venue and date for future higher level government talks, and holding Red Cross dialogue on the 1st of next month. Pyongyang also said in the letter that it will reopen Red Cross liaison office at the truce village of Panmunjom and the economic negotiation office in Kaesong as of Wednesday.
