Russia says it will not resort to counter-measures in response to sanctions by United States and will continue to seek dialogue with Washington. <br/><br/>In an interview in Moscow, Russian Deputy Foreign Minister Sergei Ryabkov said US sanctions are a serious blow to the basis of bilateral relations between the two countries. However, he said Russia does not want to turn relations with United States into a tit-for-tat game.<br/><br/>Meanwhile, Russia has warned against expanding sanctions on North Korea and urged the need to focus on a political settlement. <br/><br/>Deputy Foreign Minister Sergei Ryabkov said in Moscow that the scope of sanctions imposed by UN Security Council against North Korea should not be further expanded.
