RTI should become a movement for institutional transparency: Tiwary

Calling for voluntary acceptance of transparency as a norm in the functioning of government organisations, the new Chief Infornmation Commissioner Mr A.N Tiwary has said the government should come out with a negative list of what cannot be given out and leave rest of the areas open. In an exlusive interview with AIR Mr Tiwary regretted that confidentiality is the central piece of all the government organisations and this needs to be changed. He said that while RTI can create an atmosphere for the change, it cannot be done through RTI petitioning. The Chief Information Commissioner said that civil society groups should become active in areas which concern general welfare like food security, green cards and old age pension. He said that instead of remaining in the hands of individual petitioners, RTI should become a movement for institutional transparency. Strongly condemning attacks on RTI activists, Mr Tiwary said that state governments should senstise police establishments to provide protection to genuine activists. He also urged the Commissioners in the states to become more active and have dialogue with state governments for providing protection for the activists. Mr Tiwary said that the CIC plans to launch a special drive in the next three months to reduce the pendency of cases. There are over six thousand cases.
